Possible Improvements To The Road Layout At Penn Hill Junction

Introduction

One of the main features of the approved Transport Strategy for the Borough of Poole is the improvement of traffic flows on the “corridor” between Poole and Bournemouth town centres. This “corridor” concept looks at improvements not only on the main A35 (Commercial Road - Castle Hill - Bournemouth Road - Poole Road) but also on the parallel alternative routes of:
• Ashley Road (Sea View - Redlands roundabouts)
• Station Road - Penn Hill Avenue - Leicester Road - Lindsay Road
This is on the basis that improvements to parallel routes will enable better traffic flow along the corridor as a whole. This consultation is concerned with one junction on the Station Road to Lindsay Road route, namely Penn Hill Junction.

Background

Existing Problems
The existing signal controlled junction consists of five roads, all with traffic entering the junction, which makes it difficult to control efficiently. At peak times the junction is “over-capacity” with queues forming on Penn Hill Avenue to the west and Leicester Road to the east.

Possible Changes
In order to increase the effectiveness of the junction, consideration has been given to removing one of the traffic flows into the junction. This will increase its capacity and reduce traffic queues. In addition, removal of the minor turning movements, which cause conflict between opposing streams of traffic as well as use up road space within the junction, would be advantageous. It is considered that the most appropriate alteration is to make either Archway Road or North Lodge Road “exit-only”. Two possible options for achieving this are shown below. As the amount of traffic on our roads increases, to do nothing will only lead to increased queues, longer delays, more pollution and an increased road safety risk.

Canford Cliffs and Penn Hill Area Committee meeting to be held on Wednesday 29 November 2006 at St. Lukes Church Hall, Wellington Road starting at 7:00pm.
