Introduction

The purpose of the Delivering Poole's Infrastructure DPD is to identify the necessary infrastructure required and delivery mechanisms to support Poole’s strategic spatial development objectives set out in the adopted Core Strategy.

Background

The DPD will set out Poole's infrastructure priorities, the costs, funding sources, the delivery agencies and implications on non-delivery in an Infrastructure Delivery Plan (IDP).


The IDP will provide a platform for the Borough to consider introducing an updated framework for planning obligations by ensuring new development makes proportional contributions towards delivery of infrastructure priorities such as transport, Heathlands, open space, education, flood risk mitigation, public realm & community facilities infrastructure. This framework will also enable the Council to introduce the Community Infrastructure Levy (CIL) or any successor system.


As part of the on-going consultation process in respect of the Delivering Poole’s Infrastructure DPD, a document has been prepared that details five Preferred Options for Infrastructure Delivery in Poole. This consultation will seek views on the following Preferred Options:


- Preferred Option 1: Setting the Scope for Infrastructure Delivery in Poole;


- Preferred Option 2: Planning Obligations/Standard Charges framework;


- Preferred Option 3: The Infrastructure Delivery Plan (IDP);


- Preferred Option 4: The Delivery Framework;


- Preferred Option 5: Development Viability.


Although no longer a compulsory stage of the Local Development Framework process, this consultation will provide the opportunity for a range of stakeholders to comment on the preferred approach to establishing an infrastructure delivery framework for Poole to achieve its spatial objectives over the period to 2026.

The Council would like to hear your views on the Delivering Poole’s Infrastructure Development Plan Document consultation before detailed policies are drafted later this year. Please use any of the following means to make your comments.

Officers from Planning Policy and Implementation will be attending all the Area Committees between August and October 2010 to present and discuss the content of the Preferred Options for Delivering Poole’s Infrastructure consultation.


The full consultation period is from 9th August to 8th October 2010.


What happens next?


All the views gathered during the consultation will be analysed and summarised in a report which will be used to inform the development of detailed policies to be set out in the Pre-Submission document, which will be subject to formal public consultation in early 2011.
